1. League Names in Other Countries
Europe is a prime example of a group of countries that have professional (football) leagues with distinctive names, as can be seen from the table below:

2. Distinctive Indian Name
There is a distinction between a product (Hockey League) and its name. ESPN's generically named Premier Hockey League blurs the difference between the two. Besides, such a generic name doesn't really identify the product as an Indian hockey league. That name might as well apply to a hockey league in England or Australia or Canada.
It is proposed that PHL Season II be called Hockey Bharata. That name brands the PHL as distinctively Indian, as Bharat or Bharata is culturally synonymous with India.
Also, unlike the present Premier Hockey League, the proposed name should have legal validity - i.e., Hockey Bharata should be an economic entity with the right to enter into contracts and assume obligations under those contracts.
